In a significant development aimed at bolstering sustainability efforts in the transportation sector, the Union Cabinet, led by Prime Minister Shri Narendra Modi, has approved the signing of a Memorandum of Understanding (MoU) between India and the United States for International Development/India (USAID/India). The MoU, inked on June 14, 2023, is a strategic collaboration to support Indian Railways in achieving its Mission Net Zero Carbon Emission (NZCE) by 2030.
The agreement establishes a robust platform for Indian Railways to engage with USAID/India, fostering the exchange of cutting-edge developments and knowledge in the railway sector. Key focal points of the MoU include utility modernization, implementation of advanced energy solutions, regional energy and market integration, private sector participation, and knowledge-sharing initiatives such as training, seminars, and workshops, with a specific focus on Renewable Energy and energy efficiency.
Under the MoU, both nations aim to collaborate on long-term energy planning for Indian Railways, develop an Energy Efficiency Policy and Action Plan for railway buildings, plan for clean energy procurement aligning with the net-zero vision, provide technical support to address regulatory and implementation challenges, and facilitate large-scale renewable procurement through bid design and management. Additionally, the partnership aims to promote e-mobility and organize joint events, conferences, and capacity-building programs in the identified areas.
The primary objective of the MoU is to aid Indian Railways in achieving Mission NZCE by 2030, reducing reliance on imported fuels like Diesel and Coal. The deployment of Renewable Energy (RE) plants is expected to stimulate RE technology in the country, fostering the growth of the local ecosystem and supporting local product development.
It is crucial to note that the technical assistance for services outlined in the MoU will be provided by USAID under the South Asia Regional Energy Partnership (SAREP) initiative. Importantly, the MoU does not entail any financial commitment from Indian Railways and is non-binding. The agreement is effective as of the signing date and is anticipated to endure for a period of five years or until the effective conclusion of SAREP, whichever is shorter.
